Does the DVD have any form of encryption?
If it does I would recommend not ripping the disc.
If not, then just about any ripping program out today will do a nice job.
As far as re-encoding to lets say upload to the archive I really have not clue, as the archive likes MPEG2.
They of course will accept Divx/Xvid encoded video, in that case "AutoGK" is ez and will do 100% quilty. Makes for a large 2 to 4 gig avi, but you want to upload the best don't you? It will do a nice job on 700mb video as well but takes what some would call a long time.

Quick Media Converter should do this.

It will do many different formats.
